As an Editor you will not need to configure webhooks, but knowing what they are and how they work might help you better understand how your content behaves.
Webhooks are essentially triggers that start an action whenever another action occurs in the CMS. For example, clicking on Publish in a content entry could trigger a website build in an external service.
Webhooks can be used to trigger new website builds, or syncing data with an external service, such as a PIM. For marketers, another important use case could be sending notifications to a teammate when content is added or triggering email campaigns based on new published content.
Your development team will set up webhooks in your project depending on project needs.
